How long, in general, should you "consider" a torrent as 100% seeded to others?

Since u can seed forever, can i just go by what has been how much uploaded?

eg 915MB and I've seeded 920MB, them its i've seeded a complete copy ? or even comparing any one person that has 100%? (checked by get "Show  inspector' or different in client.

Reason why i ask, is mainly uses of upload bandwidth....

Your torrent client should show you your ratio for the torrent. If you seed at least 1:1 ratio it's polite. If you seed 2:1 ratio you'll really help the torrent fly.

so i'm guessing a 1:1 is 100% complete?

1:1 means you uploaded as much data as you downloaded.

But this probably does not ensure you uploaded all the parts, does it? If not, is there any way to tell if you did?

Politux has assumed that you are asking about seeding someone else's torrent, after you have completed downloading it.

I think you're asking about seeding a torrent you have created and uploaded yourself. No?
