Are you sure that the DVD or USB your using is bootable? If you can, take the HDD out of the laptop and connect it to your own laptop with an external enclosure or connect it internally or externally to a desktop.

Find the HDD by going to Start/Computer

Right click on it and select Format. If that doesn't format the HDD. Download and run a low level for mat on it while it's connected as outlined above using HDD Low Level Format Tool:

How did you create USB? Try with Rufus.

Try disconnecting the power cord. Take out the battery. Open and take out the CMOS battery (This will reset your BIOS which is what i think the issue is).
Wait for about 3 mins. Put the CMOS back in. Put the battery back in. Re-connect the power cord and attempt the boot from USB again. Takes only a few mins:

there is no relation between bios and OS so mybr the probleme is on dvd reader but i don't think so try to change your dvd mybe dvd doesn't have autorun.inf or ...
