MPV can play wast amount of media formats, and is free open source software. If not MPV, then VLC is a great alternative.

I use Potplayer on my Windows box and can confirm that it plays an HEVC file.

The x265 codec is an open source implementation of the HEVC codec, so they're interchangeable.

I've used VLC and Media Player for a long time.  If a file doesn't play right in one, the other will often be able to handle it.  Sometimes I've also used HandBrake to fix a problem file.  If none of those work, it means that the file is well and truly borked and you need to find another file.
