Ok so I finally am close to being able to properly sync .... the problem I'm having is when using Audacity how do I start the riff at a certain time point? If I can do this then I've got this. The file I made was properly joined except for the time issue I just mentioned. Any help?

You're going to need to be more specific as to what point in the syncing process you're at. Do you still have the commentary as a separate track from the movie audio? If so, do you have the Intro either removed entirely (So that the commentary will fit at the beginning of the movie) or cut and pasted onto the end of the commentary (So that it plays during the credits after the riffing is done) and now you just need to shift the entire commentary to start playing at the right time to sync up with the DisembAudio bits?

ok the one I'm working on I have deleted the intro part and it's set to say "and we're back" .... I have that and the original audio ripped from the mkv file so both are in my audacity program. All I need to do is be able to put the iriff at the correct point (which is supposed to be 50 seconds into the movie) ... so how do i drag the iriff to the 50 second mark? I have tried and it's off for some reason.

At the top middle of audacity, there is a group of 6 buttons. The button with the cursor bar image is probably depressed. Look for the button diagonal down and to the right of that cursor button, the one with a double sided horizontal arrow. Click that double arrow button. Now you can shift clips on the time line. Remember to click the cursor button again when you are done time shifting.
To know you are putting it at the right place, before clicking the double arrow button, double click the clip you want to move, that way the starting time box at the bottom of the application (the middle of the three timestamp boxes) will show you the starting timestamp of the clip as you move it with the double arrow time shift tool. Drag the clip until the starting timestamp box reads something like "00h00m50.000".
Then watch the synced movie and make sure the jokes sound right and don't start before they should, for example a joke about a name in the credits generally shouldn't start before the name is actually shown. If it isn't lined up exactly right, then go back in and shift the clip forward or backward as necessary. Rinse and repeat until it all seems right, then do the ducking, export the synced audio, merge everything with mkvtoolnix into a mkv (synced track, unsynced movie audio, ideally also include the unsynced riff audio so it is available if resyncing is ever necessary, and throw in subtitles and chapters if available) and boom you're done.
