I am assuming you haven't been downloading fakes. These files play on your PC, just not on your TV, correct?

Take a deep breath and think about that for a minute. What you are saying is that you believe that every encoder in the entire world, simultaneously, avoids changing anything whatsoever for months or even years at a time.
They don't. They tweak things continually and when you're dancing along the bleeding edge you will find that sometimes things they do with ever-changeable software today won't work with never-changeable hardware you bought yesterday (let alone a year ago).
As Faithwyn said, use MediaInfo to examine the files that won't play to find out what they have in common, contrasted to files which will play. There will be something.
