So, I bumped into this article and they're emphasizing the use of VPNs while torrenting. I am just curious if it's still necessary anymore not that we have Torrents Time and live streaming of torrents.

You will need a VPN anyway. If you get caught streaming copyrighted content, then it's a bad news for you brother.

Streaming torrents is exactly like torrenting, but with one step added:
1. The client (in our case Torrents Time) downloads the movie
2. After download is complete, it starts playing it (in browser) << the added step
3. After download is complete, it start seeding it (while the movie is playing)
You need exactly the same precaution measures as you were downloading a torrent. (if you need any in the first place)

No matter what, it can't be emphasized enough. If you plan on watching things/getting things, that you haven't paid for.
Use a VPN. I can highly recommend buying a VPN-Router. That way you can protect all your devices, without any hassle. There is a big variety of VPN-Routers, but i would recommend one compatible with DD-WRT. You can buy it pre-flashed, or you can flash it yourself. It supports OpenVPN protocol, which is preferred. Another reason to pick a VPN-Router, and not just a VPN-Software, is that you don't have to worry about DNS or WebRTC leaks.

Let's stop and address the main misconception about this whole thing: you aren't streaming anything.
The Torrents Time plugin is a bittorrent client, just like uTorrent, Vuze, and the rest. Nothing has changed except now the bittorrent client is embedded in your browser and conveniently plays whatever it is you wish to watch after it has downloaded a sufficient amount to start playing.

Blame it on BitTorrent (the company). They have a long and ignoble history of mis-using technical terms and they were the first to offer what-they-called "streaming" in their uTorrent client.
Originally, "streaming" was what you did with youtube and other such "watch online" sites. You received a stream of data from a single source and it was played as it was received.
That is what "streaming" means in the minds of the majority and that is why it means that.
Torrents, on the other hand, were "downloaded" from multiple peers and then, after they had been completely downloaded, they were played.
While you were at some risk (much smaller than people think but still) of having your IP recorded when downloading, you were at less risk (but still some risk, in spite of what people think) of having your IP address recorded when streaming.
So a VPN was legitimately useful when downloading, and not really necessary when streaming.
BitTorrent wanted to take some of the action from the streaming sites, so they embedded a video player into their torrent client, and tweaked the client so it would try to download pieces in sequential rather than random order (thereby fucking everybody over by reducing the efficiency of the protocol and reducing download speeds for everyone) and called it "streaming" even though it wasn't streaming in the sense that everyone understood the term.
Torrents-Time has now taken this a step further and instead of using a torrent client as a video player it has used the web browser as a torrent client (and video player) and, following in the footsteps of BitTorrent, they have also called this "streaming".
But, as Moe points out, it is not streaming in the sense that everyone thinks of when they see the word. The OP's confusion is not unique--millions of people no longer know what the fuck they are actually doing--or the harm they are doing to the filesharing community--as a result of the greed of these companies and their deliberate misdirection.
tl; dr = yes, the use of VPNs is still necessary
