Is a vpn necessary when downloading from tpb?

I am very new to tpb and am trying to download a program but I'm scared about getting caught. I've also heard you can just use a proxy but I'm not sure.

Yes, use a VPN when downloading torrents.

You may use VPN, Thor, or Thor and VPN combined. Please check other threads on privacy if you have the time.
Keep in mind ISP and other services (even Windows/Microsoft or your browser) can spy on you.

I've used a proxy configured into my utorrent for years when torrenting and it worked fine. A VPN is the more comprehensive choice though.

Basic issue is price.

There are a bunch of free proxies out the (the last I looked) but generally they are not capable/advisable to use with high bandwiidth torrenting/streaming. TOR is an example. Torrenting through it would be considered bad manners (this issue has no relation to TorBrowser).

Some may be fine with high data transmission, though.

There are some free, though usually limited VPNs out there. They are more complex than proxies, and the client really should be able to bind to the TUN/TAP port (Qbittorrent, Vuze) , and the provider should specifically state that no logs are kept.

The advantage of a VPN is versatility. With something like OpenVPN as client software, and using its GUI addon you can choose up to 50 servers/countries if the VPN provider has accessible. That means you can access nation limited content, like streaming from the BBC from a London server, from Boston - that is not normally possible. Plus a VPN covers all outgoing connections, while proxies are normally configured per program. (this may not apply to IPV6, which should be disabled).
