No it doesn't. A non vote means nothing. It helps and hurts no one. A vote for one or the other of the horrible candidates makes me part of the problem.

In the 1976 Election given the choice between Ford and Carter, I ended up voting Libertarian. I knew MacBride didn't have a chance of winning, it's was just to show my displeasure with the two. Guess the one positive to come from that election was Carter was such a lousy President, Reagan won by a landslide in the next one.
