Is total Ratio important or ISP address?

I hope u understood the question. I'll rephrase that, say i have: (a): static and not dynamic IP address and it provides me with bandwidth. Is that static address more important than the total number of Downloads/Upload or the Ratio settings that show above the Help/About button.
 
Because if yes then, the settings file is of no use because it depended on the IP address, which some home users do not use static address. It keeps on changing due to change of the availability of Internet (Clearly i don't understand that much).
If, No! That means the utorrent settings that i had collected, when i was using! Say, Win xp is still good to be used in Win 7,8,10 and 11. Yes. Because setting files cannot be tweaks by some program:  But! By the program "utorrent" itself! Which calculates the dl/up ratio and keeps itself usable only by that program "utorrent'. Yes, i just need a confirmation, so that even i can seed, and collect or increase my ratio, so the settings files are good to be used in future pc too. The reason is not to get good speed but just to stand by that "understanding of torrenting".

I completely apologise in advance and I don't mean to sound rude or in anyway bad towards you but have you ever thought about going to school to learn about what you're doing?

I apologise again but you really sound like you haven't got any idea what you're doing at all and it's not your fault have you thought about maybe going and doing a college course maybe so you can learn more about the world of IT?

As a good Samaritan why don't u show me my fault and explain to me why maintaining ratio is important, because if utorrent is tied to only a static ip address then a users total amount of upload that he has done. By not putting his pc to sleep or shutdown would at least save some money if his electic bill is less.
But we as a user and a dedicated torrenter we also need to upload. Or else torrent would die eventually.
So it was a simple question. Or maybe my english is not good enough for u to understand.
Yes, telling someone to join an IT industry and not letting him show the perspective if he goes there is mean and rude.
Why take the trouble of being smart if u r a VIP Uploader, i am not issuing a challenge and its not me trying to be aggressive.
But this is the first i took so much time to think hoping some proffesional torrenter would reply. So u decide if u r being rude or kind.
I make sure at every downloader is getting a good speed from my seeding. I really want to be by what torrenting stands for. I don't like to hit and run.

Well I was just trying to help. Again I'm not being rude or unhelpful but your original post is unanswerable and I very much doubt that anybody on this forum is going to answer it as it mostly makes no sense at all.  I would, if I were you, just completely throw in the towel and go right back to the beginning again and start all over because your complete approach towards what you're doing is absolutely scrambled up and makes no sense at all.  Maybe, if English is not your actual language then go and find a message board that speaks in your mother tongue and then folks might understand you more...

u know i why i wrote here. Because i thought people help it out here. Well i guess , 5-6 years back there were good people who would reply to this kind of post and explain diligently what is what. Sad to know now its replaced by youngsters who don't bother to understand the meaning behind the post and tells people to learn how to use pc. Narcissits pathetic and the moderator are letting it happen, i guess everyone is replaced by young people. U may h' the time advantage but u dont h' character. On a public site like TPB, ratio doesn't really matter.
Ratio is also not tied to an IP address.
Settings for uTorrent are specific to the program not to the PC.

Ratio is calculated based on the amount you have uploaded through your client.
For example, if you were to remove the torrent from uTorrent, and then re-add it, the ratio would reset.

There u h' have it a little short and sweet answer.
So settings for utorrent 2.2.1 wouldn't work well with say ver 3.1.
Pretty useless to collect all that Ratio and upload all the torrent but i have witnessed that when i import the settings for Win 7 to win 10.
The settings ratio etc are still all in tact. I don't know for sure, still needs more input from OP.

If I recall uTorrent uses some kind of .dat file which keeps certain info like: settings and torrent list.

Ratio can be important depending on how you use it; like in an RSS feed.
For example: At 150 ratio: automatically stop seeding torrent, remove torrent from list & delete files.

I do the above example when helping certain groups out with seeding their new releases.
