I have a forum that has embedded thousands of movies and tv shows . None of which are American, these are mainly Japanese and Korean.
The issue is that I am using BlueHost and by the rate it is going I need to come up with a new solution.
Any good advice on where to look? Was considering Vietnamese based Vinahost who told me they don't care about such but I can not find any review on them.

I can't advise a specific hosting provider as I don't have any recent experience with hosting content, but I can advise you keep it separate from the forum so that if/when it gets taken offline it doesn't take the forum with it.
MAFFIA types complain about Leaseweb a lot, so maybe start there.

If said was to happen, would it be enough to on a regular basis take back ups of my website and re-upload it to a new host in the future?

Certainly, if you are OK with the downtime.
There is a slim chance someone will complain to your registrar, which might result in suspension of the domain. That's a bit more difficult to recover from.

also .su .ru .to are good one's to have as their dispute policies are weak, .org is still the best
