tried to format my friends lap "hp probook 4520s"
but i cannot make it boot using dvd or usb
i changed the bios to boot from dvd or usb but no use
it is running vista ultimate

What is the current O/S on it? If it's Win 8 you may have to disable safe secure boot.

Have you tried e.g. Hirens or DBAN to nuke the drive? Otherwise you could image the drive (multi-cast) over LAN from an image of another HDD

Access the BIOS by pressing F10 immediately after powering on your notebook.
In Device Configurations set Enable/disable USB legacy support to Enable.
What is on the USB that you're trying to use?
If all you're trying to do is wipe the drive, you can use any Windows CD, or GParted Live. (and most other Unix distros)

When your in your BIOS. Is the option to boot from USB or CD/DVD listed?
