Why some people prefers filelockers instead of torrents?
I used many filelocker premiums and couldnt managed to get as high speeds as I got from torrrent downloading. (Usually 500-600kb/s even with premium on file hosting and 5-6mb/s on torrent downloading)
So why people still use those scammy file hosts instead of torrenting?

Helluva question... I can think on a few reasons:
1. Direct link - Easy to send to someone, embed on a site, app, etc. Specially if the target audience is not tech savvy.
2. No torrent service dependent, eventually it isn't available/worth/possible installing a client just to get specific files.
3. Not crowd based, no risk of your file becoming unavailable because nobody has it at the moment or at all (downloaders deleted it).
4. Fast torrenting is only possible if enough peers with fast upload speeds are available in a given moment, file services may be slower at times but not always. They are more consistent.
5. Backup, both for the data storage and the transmission service - if one has a download-to-torrent conversion app.
6. Not torrent associated - Avoid a bad name, dicey situation, legal, religious or anything debatable.
7. Control - One can't block/change/delete a torrent after letting it loose in the wild. Copies and derivatives can be made.
8. Points or other benefits, wich can be generated by the file service to be used onto another stuff, or the opposite.
9. They just got access to a file service and will use it.
For all those reasons, people may use a file service. In the psichology field, humans like options; the more, the better. But that alone is not a reason.

10. If youre on a limited/capped connection wasting bandwidth on seeding back while downloading is a bad idea.
11. I dunno bout today, but megaupload used to have a premium revenue pr downloads solution. A lot of afro american artists were making money independently of their studios that way. Without the downloaders paying. Just shared add revenue. Thats the main reason it got shut down. Remember the megaupload song? See how many celebreties you can spot in there. Its Macy Gray singing the tagline
12. A lot of rare content used to be available there that you could not find on torrent sites. There were forums like avaxhome and so forth where you could find really obscure shit. Turn it into torrents and get a green skull

Runner for the best answer alongside 88Eagle, IMO.
But that's the point, people want to download thus upload sites became popular. Easy'n'Lazy!

Refer to reason #10: Cyberlockers is a more economical way of sharing. Torrenting I have to upload at least 2:1 before I'm sure I get any seeds. Using a cyberlocker I only have to upload once. Less bandwith is used. On the leecher end as well. Of you have unlimited internets for a flat monthly fee its not a worry. But if you live in a third world country where everything is prepaid till it runs out, you learn to think differently. Torrenting is a beautiful thing, and I used to be very idealistic about it. But I've learned the hard way that idealism is a white priviledge.
