Any FTP program is easy to use for anything.
I use Filezilla. https://filezilla-project.org Basically, when you upload your webpages, you are doing so because you need to access a storage space that can show your web page. If you've done basic networking for computers in your home or wherever, you should be familiar with it. You need storage space to show what you want to communicate for whatever you're doing. FTP programs are just programs that allow you to gain access to your storage space that you are going to show when you put your website online. Usually, you have a username and a password for each of your storage space so that only you can change what ever it is to show, but everyone can see your web pages. Hence the term, uploading. EDIT: In short, FTP programs upload your web pages and people see what you upload, like pictures and web pages. EDIT: Adding to that, a lot of storage space, or web space, are free, or charge nominally. And, yes, FTP programs can download and resume broken downloads. It's a download manager on steroids, and in a time before torrents and direct download space, it's used for pirating. For that, you need login/password access to an FTP server that hosts downloads. EDIT: I can't believe I haven't touched up on this, but FTP stands for "File Transfer Protocol." That means it's not just used for uploading; you can download using it too. Sorry.

I usually use CuteFTP, it's very reliable

Another good one is FlashFXP.
With this, you can also transfer files between two different FTP/web servers. That way, you save hard drive space, bandwidth lag, and system resources.

Some file managers like FAR, Total Commander (and their Linux equivalents) have FTP clients built in. Where the site effectively becomes part of ones file system. Only thing is that the setup is usually less than intuitive, and reqires some FAQ reading...
