Yeah .vtt is a weird format. I cant figure how to drop it in to mpv or vlc with the video content. SRTs always work

Open the VTT file and save as SRT file.

vtt works fine in VLC for me. Start movie> right click the screen> down to Subtitle>sub track>track 1.
or you may have to select it in 'sub track' the first time
