Alright so the brackets are called parentheses and the numbers within them might not be accurate for some reason.
Most of the time the numbers are right afaik, just sometimes, like in the screenshot above, they're not.

They are never right, and can never be right as there is no way to ever know how many peers are available in the swarm.  As has already been stated, they are just the numbers or average of numbers that are returned to in in response to an announce.

If there is no number in parentheses, it generally means your client hasn't announced yet, or there are no trackers responding.

Wouldn't that mean there shouldn't be any numbers outside of the parentheses either?
By the way, missing numbers in parentheses has never happened to me before.

This will only ever happen with active torrents.  The number outside the parentheses is the number of peers you are connected to.  Regardless of how many are returned when announcing, your client always knows exactly how many it is connected to.

You can take a look at the sources tab for any torrent to get a better idea where those numbers are coming from.

That actually is very interesting. This tab on Deluga is called Peers, although it shows my individual download speed from both, Seeders and Peers.
Besides this, it shows my upload speed to every Peer I'm connected to, the country of origin (as a flag) and even what client they're using.
It also shows the percentage of what each Peer has downloaded so far.

That isn't the same thing.  That is a list of the peers you are connected to.  A sources tab may or may not exist in your client.  I am not familiar with it.  But, for example, in Vuze it looks like this:



And in this case, I don't have a number in parentheses, because for reasons I haven't really bothered to investigate, Vuze doesn't seem to bother trying to announce to trackers anymore.  So  I haven't actually seen a number in parentheses in a long time.  Which doesn't matter much as DHT has worked every time.
