For instance i have 1280*720p (16:9) rip of movie that was originally presented in 1.85 ratio.
So question is, if i rip it back to 1.85 will it be the same or didi lose some part of picture from ripping 1.85 to 1.78?

depends on whether you crop or resize

I didnt rip it, the best rip i could find was in 1.78 instead of 1.85...

i now understand your question. the movie was presented as 1.85 at theaters, but was presented as 1.78 on dvd and tv broadcasting.
that can be achieved either by cropping the sides a tiny bit, or by allowing a tiny bit more picture at top and bottom.
which way did it go? can't tell for sure without comparing the two versions (1.85 vs 1.78).

Yes, theatricly it is 1.85.
On LQ dvd rips (avi) its 1.85, and some are 1.78.
On HDTV rip its 1.78.

How can there be more picture on 1.78 if it was filmed on 1.85?
*Maybe its the fault of rippers who rip it with settings 16/9 instead of 1.85?
Or maybe cable cropped a film a bit as you said?
Or maybe it was broadcasted as 1.85 and uploader ripped it as 1.78 so he streched a picture a bit?
UHmmm, confusing....
How can i be sure which version is right (not cropped/streched)?

So thats always the case? It only works on film, not on digital?
I alway tought when ar is for instance 2.35 its full picture like in cinema.
So why they dont use WHOLE picture? Why they dont use whole frame?

because outside the intended frame there might be stuff like microphones or "X" marks on the floor, et cetera.
