Yes, depending on the the particular movie rip you have.  If it is a Region 1, and the commentary is from a Region 2 or 4 DVD or Blu-ray, then no.  The same for it being Region 2 to Region 1.  It also matters what company the digital movie was extracted from.  Nonetheless, I always give region coding, what release the commentary is from and who is heard in it within my various lists.
