Legal meaning of the word "pirated" = illegal. Anywhere in the world, there're author rights.
Some places may be tolerant with moderate private use and that doesn't allows one to copy/distribute whatever they want.

There are no states that legalise piracy (to my knowledge), but look for "Pirate Parties" in your region.

They support copyright reform to which it will give way to copying (responsibly, at least), just not outlaw copying.

Also, they're not just for copyright reform; I believe they also have other ideas on how to run a good country, in effect, making it a seat-worthy party.

The Antartica is not a country, but the file sharing sites could run servers there - Mega wouldn't be closed, TPB wouldn't be raided, etc.
But who want's to stay a year with the crew under -100º, having rations/prep foods, and only penguins and bears for confraternizing?
