I format my OS ssd once a year. Not sure why tho haha.
Ive got an 256 ssd for my os and standard software like reader/office/browsers etc. An 500gb ssd for games/programs and a 2tb hdd for documents/vids and stuff. Im not planning to format the 2tb hdd in the near future.

Not sure about Win 10, it is creepy, even with some remedies you and others mentioned (on other thread). And crashes most of my old apps.
But Win 7 also has a permanent record of all programs and usb devices connected, that is creepy too.
On the other hand I don't do anything risky but torrenting and playing games. Why should I care about privacy?
I live in the South, off the radar even by local standards. I'm a real divergent. Should the suits spy on me, they would just conclude I'm useless to them.

I should point out that I use an external hard drive and keep my files there when I format my main drive.
That way, there is no real hassle.

I reformatted my computer once in the past 15 years (not counting updates and changes of OS), and that was because I got a virus I could not get rid of. So please tell me why any of you would do such a thing otherwise? I don't understand.

For the other readers who may be interested on the subject:
I test almost everything I can lay hands on but even uninstaller and cleaner tools can't keep Windows tidy. So re-image or clean re-install.
Also it is a preventive way to make sure I'm out of malware (except MS itself) as some smart, stealthy bugs are to be found by the anti-virus makers.
And MS changes the updates, a side effect is to get more packages but better organized. Some "next version" offers deprecate and it's nice too.
Due magnetic properties of the hard disk material, it is believed a periodic re-write can preserve the data for longer, it's a possible up-keep routine.
And some people like to see it just like the colored de-fragmentation blocks moving.

I'm far too lazy to make backups and setup everything. I mean the installation process of Windows 10 is no problem, it's rather fast, compared to how long older versions take. It's more the adjustments like re-assigning keys to the keyboard, re-installing software, adding browser shortcuts, ect ect ... so I may re-install my OS about every 2 or 3 years. However I agree that a clean OS installation does improve usability by getting rid of all the clutter that you collect over the years of intense daily usage.
I'm very happy with Windows 10, by the way.

If you format often, always keep an external hard drive ready, but don't format the external hard drive often either.
You should put everything you want to save on the external hard drive and leave the rest behind.
That's what I do.

Definitely right. While a usb stick can speed up things, a PE utility will make the installing and setting of some utilities easier; problem is you end up with outdated versions or will go thru the hassle of updating and checking/setting everything... I take the chance to search for new/better utilities, it's kinda refresher course.

That's what I do.
I wish I could buy a NAS box with two 4TB drives, then I would keep my externals as backup only.
