No, but you are describing something that can be done with a VPN or seedbox.

Using a VPN is slower as it would redirect the traffic from the swarm to me (it might get stuck at "connecting to peers") . I am looking for something that would download the entire file So I could download from the site as a seed. Is there a seedbox that allows the file to be downloaded by bittorent protocol.

Don't seedboxes convert the download so it can only be downloaded by SFTP or SSL protocols?

Think about it...the point of a seedbox is that it seeds. If a torrent is being seeded, you can use a torrent client to download it.

In utorrent I guess you could configure ipfilter.dat.
Eg., if you only want to allow, say x.y.z.5, add these two lines.
0.0.0.0-x.y.z.4
x.y.z.6-255.255.255.255
For smaller files, ftp transfer via BitKinex can be tried.
If you are too paranoid about exposing your IP (or is it something else ?), create a 'new' torrent of the completed download on the seedbox with the 'private' option set, and use it to transfer the file, via add peer as you mentioned. This is however a painstaking approach.
VPN is still an option to keep yourself anonymous.
Configure your bittorrent client by reducing number of peers and the upload speed.
This is not a co-operative approach, but it's ok as long as you seed back using the seedbox.
Not all users may have upload bandwidth, which may or may not be your problem. So, if you use a seedbox, remember to seed back as much as you can.

Using a VPN is no different from not using a VPN. If you have experience with a VPN affecting your downloads, then you were just using a lousy VPN provider.
Using a seedbox will replace your client in the swarm with one that runs on a server is some far away data center. You can then transfer the completed files to your computer using FTP, HTTP, or a bittorrent client running on your computer.
