Some good suggestions here, the best alternatives in my opinion are GIMP and Photoscape. GIMP is kind of complicated to use, so if you're new to image editing I would use caution, but there's a lot of plugins, the community is pretty strong, and and it has a similiar performance to photoshop.
Photoscape is more for newbies, it's easier to use and start off with, but it doesn't have as good performance as GIMP and photoshop. It depends a lot on your skills and your preferences.
