Gimp does most of the work. But by god is it's text functions kind of shit. It just have basic functions (atleast you can re-edit the text if you have flipped/rotated/stretched it, but if you do, you loose all those changes too)

The best tool for any job depends on the job (and the workman) as much as the tool itself. Hammers are great if you want to insert nails but a poor choice if you want to insert screws.

So what exactly do you want to? retouch photos? create signs? merge images? create art from scratch? etc.

Photoshop is great but anything past CS6 is bad. GIMP is my to-go alternative.
