I upgraded my "old" 22.10 install to Apr 17th 23.3 and was getting the loading circles as well as a Datetime conversion error.
Installed 23.2.9.8466 instead which is on their archive page still. Will wait for a newer release to try again.

Some people also reported that disabling all extensions before upgrading helps, not sure at this point though.
For the people with issues, did you perhaps skip multiple versions in between?

So , the workaround is.
1. Click on Prepare System option from the Patcher
2. Deleting the Session.db (or rename it) in ScreenConnect/App_Data
3. Click on Patch System option from the Patcher.

Deleting Session.db helped initially but not in the long term.
I checked again this morning and was getting the spinning circles again.
I uninstalled, copied my 22.10 install into place and installed 23.2.9.8466 which is still downloadable.
23.3.13.8507 just seems to be a bad release and would avoid it or absolutely backup your ScreenConnect folder first before trying.

Been getting some reports about that, although my personal server seems to be doing fine, even after reboots.
What plugins/config changes are the people with issues running?

Ok, removed the plugins that I have in use (they pose no problem), these are the candidates remaining:

client network deployer
offline machine notification
list published settings
