Don't know how fast the peer connected. Usually takes about 2-5 mins for torrent to be listed on TPB, under recent or under category.
It is not abnormal to see a peer connection post that interval. Many users browsing the site.

One can config bittorrent client to auto-download content using RSS feeds.

It is possible to setup RSS feeds for most trackers. See Jackett. It has one for TPB too.

They are typically used to 'grab' new content as soon as it is released (eg., new episode of a TV show) or before it gets taken down (for whatever reasons).

The query request to Jackett, has to come from the bittorrent client.
Qbittorrent too supports auto-download via RSS feeds. It is disabled by default.

You can set up Jackett, config QBit and try it for yourself.

Historically, TPB used to have RSS feeds per category.
Maybe it will be reintroduced someday, now that we have apibay.org, serving JSON.

TorrentGalaxy seems to have RSS per user.

It is also possible to create your own RSS feeds for any structured content, using services. (search RSS generator)

Yes, that is how it works in a nutshell.  ISPs are not usually monitoring your torrent downloads. The studios, publishing houses, game creators, etc hire companies to watch torrents of their products then report IPs that are downloading their stuff to the respective ISP.  The ISP then turns around and sends you a warning to cease your downloading of copyrighted material because they were notified that your IP address was downloading such and such copyrighted material.  They are basically obligated to be the middleman to save their own asses legally.  No one knows how many warnings you can get before your ISP account is suspended but it is believed most ISPs use a 3 warnings per 365 days rule: so if you get 3 warnings within a 365 day period, you get suspended.  But as I said, no one really knows for sure what criteria they use when suspend torrent "violators". 

In order to hide your IP, you have to properly bind your torrent client to your VPN, but you have to use a decent VPN in order for this to work otherwise your IP can be leaked at various points in your torrenting/downloaded and it would all be for nothing (in other words: you may as well be torrenting without a VPN).

That reddit sub in general is chock full of information how to stay "safe" when downloading torrents.  I cannot help you because I no longer bind my client as I don't have to.  I no longer download mainstream media of any kind as it's all a bore to me lol.  But that subreddit is a good source of information on the subject.  

Fun Fact:  What got me to use a VPN and bind my torrent client at one time was because I was downgrading a bunch of old 1950s and 1960s TV shows for an elderly person I knew and got the warning from my ISP.  All was going fine until I started downloading I Love Lucy looool.  Apparently the company that owns the copyright to I Love Lucy watch all the torrents of that show like a hawk.  It was a very popular show in it's day and is still popular among older boomers.
