Mostly I personally see a use for this when searching for specific users' releases. If the release has their username in the title it's fine but otherwise you have to find something that they have released already and then click on their username. That's assuming that you know their exact username.

Also I can see it being somewhat useful to filter the age of torrents maybe.

I dunno maybe it's dumb.

When you want to search for a specific user and know the username use http://thepiratebay.se/user/momamedienta (this is mine as an example) Once you do a search and get a listing of torrents you can sort by age (click on "Uploaded" at the top of the page), size, category (click on "Type"), number of seeders (cliick on "SE") or number of leechers (click on "LE). If you are just doing a standard search, you can also sort by username by clicking on "ULed by".
