One problem with comparing oranges to apples: On most countries a mobile plan includes voice and data, can be unlimited/have quotes, while some companies allow for mode exchange (convert voice minutes to-from data megabytes, using VoIP/VoLTE, etc). It's all complicated and we just want the free lunch.

The reason Internet is so much more expensive here in the USA, is because there has been too much consolidation of mergers and buyouts. So there are maybe half a dozen cable and other Internet providers. As with the phone companies in the 1980s, this industry needs to be broken up into smaller entities. That could be applied to other industries as well -- most notably the big banks. President Reagan stopped enforcing the Sherman Antitrust Act back in 1982, yet the law itself was never repealed! Maybe a future president could enforce that.

Here down South it's usually one or two major companies per country, often a state-owned and Spain's Telefonica on most. Yet the prices are set to local markets, or nobody could afford.

That's the loophole in the law that allows local municipalities to offer their own ISPs at semi-competitive prices. 
The only problem with that is that because of the monopolies, they have to purchase the equipment and use the networks owned by the major Internet providers.  So even if the local ISPs are cheaper they're not as cheap as they should be for that reason.

Right, just here it's not municipal, but state- or even nation-wise. And some of those companies are even expanding North!
