On a good day I get .5 mbs from a speedtest, which translates, I find, in torrents to about 50-80kbs split across all of them. It's impossible to seed, my ratio is .25 even though I seed like 8x as much as I download, and I don't want to pay like $80 per month for internet service. (not even exaggerating, canadian internet companies gouge the shit out of us)
I mean, the speed advertised is 512kbs, so why is it so low, how do I fix it if possible, and is there a way to get more upload speed without paying for the download speeds I don't need.

Your speed is determined by your ISP. There is nothing you can do to make it go faster than they allow. If you are getting at least the speed your plan is provisioned for, then that is it. If your plan is for more than you are getting, then call them up and ask them to correct it.
As to why the speed is provisioned so low, if it is DSL, the limitation is the copper wire itself combined with the distance to your telephone exchange. If it is cable, it is because you are on your ISP's "budget" plan and they know they can get away with it because there is no decent competition. If it is satellite, it is because you live in the middle of nowhere and the area ISPs aren't going to build out that way because they need to pay the CEO enough to buy another jet.
Your options are to upgrade your plan if there are faster options, or use a seedbox if it bothers you that much.
At those speeds, you really shouldn't be running more than one torrent at a time and be patient.

I dunno, just feels kinda shitty to be nothing but a leech on the system.
Also I want to host minecraft games which takes a lot of upload speed lol
Wish it was like cable or satellite tv where you could just switch something in your box or get a dish or something like that. I mean, I'm sure they limit upload speed intentionally specifically to try and stop torrenting. Seems like something they'd do.
A while back they blocked my ability to connect to TPB. Other people all over the world could use it. I could access it with TOR. But firefox, chrome, and IE wouldn't open it. When I called them about it they denied doing it.

Certain VPN's limit your bandwidth per torrent.
There is traffic overhead, so your torrent programs might not show to full bandwidth usage.
I've heard Rogers in Canada is total crap. Being over-priced and unreliable.

Are you SURE you ket only 50-80kbits and not those number in kbytes total upload speed ?
Becasue 512kbits = 64kbytes/s , and if you are having such a slow upload speed and you are correct in your abbreviation, you should call your ISP and request them to mesure you communication line, it might be too long or have bad connections someplace and might be in need of a repeater/signal booster.

0.5Mbs = 512Kbs.
50-80KBs = 400-640Kbs (Clients usually show speed in bytes rather than bits-capital B=bytes. Lowercase b=bits)
If your ISP package is 512Kbs then you are getting exactly what is advertised.
