The problem with asymmetrical bandwidth makes lack of bandwith a structural problem of filesharing. Ratio systems can't change a structural problem.
I think if you go out of your way, you're being punished.
If you pay for a seedbox (something you wouldn't do outside of private system) to correct the asymmetry, you're being punished.
If you pay "donations", if you download files you don't want just to improve ratio, you're being forced to go out of your way.
You're punishing seeding, because you're punishing the seeders making them to go out of their way, making them pay.
Private system is not broken, it's just not design for the benefict of users, but to monetize their bandwidth.

I think you've misunderstood something.

"Rewarding seeding punishes seeding" and they could offer alternate plans which balance upstream and downstream a bit more for reasonable pricing. Say you sacrifice half your downstream but they double your up.

Ah...that part was me rolling my eyes at a piece of nonsense from the previous post. It would be mind blowing if it was true, but it isn't.

Sure Comcast could offer different packages at lower prices but you can say that about every single supplier of goods or services in the entire world.

I know this is slightly off topic but does help to reinforce some of the ideas in this thread.  Concerning your statement that copyright trolls only spy on porn and blockbusters; I have heard similar statements before.  I know nothing is set in stone and there are no guarantees of course but are you saying that a person only downloading older movies, off the air TV shows or less popular TV shows can expect to have a very low chance of getting a notice from their ISP concerning their downloads?  I have posted a similar request for information on VPN's and this general information concerning the above types of files in the Which VPN Providers Take Anonymity Seriously?  thread here Which VPN Providers Take Anonymity Seriously?  and I would welcome replies there if that is the preferred place for such information.  I would like to ask anyone with knowledge to share on the subjects here or in the other thread to please take the time to help me.

Everyone, even people who download "porn and blockbusters" has a very low chance of getting a notice from their ISP concerning their downloads. Lots of notices may be sent out but the numbers pale into insignificance compared to the number of "sharing events" which take place. A person only downloading older movies, off the air TV shows or less popular TV shows has an even lower chance.

Notices are nothing to be scared of in any case: almost all of them can be simply ignored without consequence and in the extremely unlikely event that you ever receive a more significant one, there are ways to dispense with those as well.

Thanks much for the info Sid.  I ask because I recently received a certified letter from my ISP saying they had gotten 7 complaints concerning illegal downloads from my IP address and that if any additional complaints were received I would lose my account immediately and permanently.  I live in a small town and have only 2 choices for and ISP, the cable company which I currently use or DSL which is beyond terrible.  This has me concerned enough to stop downloading until I gain a greater understanding and information concerning my choices for a VPN.

Could you fill me in on ways to dispense with this notice and/or information on free or extremely low cost VPN?  Anyone else the can provide information please do, I would greatly appreciate any and all information I can get!

It sounds like you might be outside of the majority in having received a genuinely troublesome letter.

But get yourself a VPN or a seedbox and you will be fine. Any one will do, free or otherwise.
