Huh Looking for a Abode Illustrator program that can run "without" admin rights.

Yep, ask the Admin Account holder to allow you to run the software. Only other way to circumvent restrictions on standard user accounts is to run a portable version and even then, it may not work if the Admin A/C holder has blocked portable applications.

Just for clarity, when you say

Are you referring to installing the program or just running an already installed program from your desktop/taskbar?
