Who knows what they use those ip's for. Before u get to use them. Im sure they can still associate them with you for that time that u used it if it comes down to that.

Point of a VPN is to channel your internet data thru a middle man; traffic goes from your PC to the VPN, they send it forward thus using a new IP (theirs), then receive answer and send it to you. It is much like using a phone service to redirect your calls to another number.
So it is not normally possible to know when you are using a VPN or not: All the sites can tell is the IP connecting to them; unless such sites have a comprehensive list of VPN services' IP ranges. Or they may use some data/traffic shape detection methods.
Tor is similar but involves a complex network with many "hops" between peers until your data reachs it's destination, and then back. Think of Tor as a shared VPN with multiple stops while a normal VPN has one only.
Yet, it is very probable a good hacker can pinpoint you if he wants. IP numbers can be swapped but can be tracked too, Port numbers are function specific, not just route addresses, so they are hard to hide. And encrypted data will always need some handshaking and routing protocol.
