That would be somewhat difficult to implement on public trackers. As multi trackers/DHT would effect the quality a lot. And transcode of transcode (in case of inferior formats viz mp3, ogg etc) will be very lossy and poor in quality. Some websites have this features but it only work on Flacs and with only closed/private tracker. Anyways it's only a matter of fact if someone takes this project or not. But I myself admire this service a lot.
