Before piratebay don't have this. I even have ABP and Pop blocker using firefox and google chrome still the same.

Use uBlock Origin, its better and closes the pop-ups automatically.

AdBlock Latitude for Pale Moon is also better. At worst, you might have to add some additional domains every once in a while.
Edit -> Just gave uBlock Origin a whirl, and yeah, I like it better than AdBlock Latitude (although Latitude IS fine).

In any ad blocker, block "thepiratebay.org/static/js/p.js"

Install no script and ads from tpb will be blocked by default

Another approach
Plug the payload i.e. PGh0bWw+PGhlYWQ+PG1ldGEgaHR0cC1lcXVpdj0icmVmcmVzaCIgY29udGVudD0iMDt1cmw9aHR0cDovL3NlcnZlLmFkcGx4bWQuY29tLz9wbGFjZW1lbnQ9Mjg5NzQ4JnJlZGlyZWN0Ij48L2hlYWQ+PC9odG1sPg==
into https://www.base64decode.org/
And it's decoded as
<html><head><meta http-equiv="refresh" content="0;url=http://serve.adplxmd.com/?placement=289748&redirect"></head></html>
So add adpixmd.com to your adblocker (or null route it in your hosts file)

edit: Sorry, this was apparently not what was catching the windows. I just let noscript block TPB unless I need to make a comment, which keeps the popups away most of the time.
For anyone that finds this and is using uBlock. Open the uBlock Dashboard (the gear icon in upper left corner of the small ublock flyout), select the "My Rules" tab, Click "Edit" under "Temporary Rules", add this as a new line to whatever is there (without quotes): "no-popups: adxprts.com true", Click "Save".
This should make uBlock catch the windows before they open, rather than afterwards. Should this not work, you may have to find the new address that the popups are looking for. The "Recently Blocked" list from NoScript is a good place to start looking for what address to block.
