Agreed. Went to check it out but the banner says they're closed now. Wanted to confirm first, but susbacon posted a reply that they're still open.

The banner is technically correct. Registrations are closed - meaning people can't register themselves - but TPB Crew can make user accounts.
New uploaders are advised to read the FAQ (white clickable FAQ link at the top of any forum page) and pay particular attention to TPB part 7 - Uploading - and read the bit at the end regarding rules.

I waited for this moment for ages, checking both the TBP and these forums from time to time to see whether registrations would be opened again.
