I am new and i don't now the Rules of TBP.If you can help me in rules that's very pleasure for me...

1) What's content allow here
2) Can i upload Application and games here
3) Every time i need to log out from My TBP Account
4) How i can save my account from block

In answer to your questions...
1) you can upload anything except child porn, fakes, anything ridden with malware, keygens, trojans etc etc. If you're still unsure, look at the different categories in which you an upload to.
2) to TPB, yes
3) Every time i need to log out from My TBP Account << That's not a question, so naturally I don't understand what you're asking.
4) By blocked I'm assuming you mean either locked or banned? Your account may be banned for any number of reasons - uploading trojan infected torrents for example, or ignoring mod warnings over whatever infractions may have warranted them. It's common sense really, make sure whatever you upload is 100% clean, label it correctly and put it in the approriate category.
