If you had an account on forum.suprbay.org with at least one post, you do not need to re-register. Your account is still active and your Suprbay username and password will work.

You haven't installed the gstreamer0.10-libde265 and gstreamer1.0-libde265  or vlc-plugin-libde265 packages.
And the installation can be done with this way

I tried it that way.

The Synaptic Manager would just show the VLC plugin as "broken," and, yes, I did try using that PPA.

Here's the new output:
gstreamer0.10-libde265                install
gstreamer1.0-libde265                install
libde265:i386                    install
libx265-59:i386                    install
vlc-plugin-libde265                deinstall
x265                        install

EDIT: OK, OK, I know the answer: my computer is too shitty.

I managed to install every package back, and the clip does play, just slowly.

I apologise for hijacking this thread and wasting everyone's time.

I will do better.
I guess, all issues about HEVC can be discussed here.
