Don't want to break your enthusiasm but many, including myself, went thru this dark cryptic maze dream. Most dungeon adventurers retire after one or two years, a few insist but after five or ten they rarely moved two feet.
In other words, it will happen when someone makes it. Until then, it seems pointless to push for it.

true words, the quotation of the forum article is far away from long years of practice, though ten years old and we just explored it yet further: Of course it has all, f2f sharing of websites with included magnets, and magnets with cryptographic values for encryption. 

The discussion is not about downloads, it is about exploring and discussing the concept. Have seen some further blog article about that, more probably still in research and in writing or realization. 

Probably some of us see: the magnet is not tied to a file, it is just opening a channel. Interesting also in law perspective, it is not a problem to post a magnet for a channel, you have no file attached, you have no IP attached, you just connect to an IP and the software does the rest from far away. 

Play around with lane width and frequency to have it faster downloading and get some friends testing swarming and/or fill your website search engine via rss for websites with torrent magnet links shared f2f in encrypted tunnels. 

Sure you need friends to exchange such a key with and need one (protected) server ip to connect, if not p2p connected to a friend. 

However, might be a draft to be explored by developers and people who are savvy to set up a server and/or write a tutorial.

I don't know if such discussion would be about technology aspects (programming) or more about hypothetical (wishful) concepts. All the theoretical elements exist for a long time, but nobody made it, for some reason.
What I've seen more and more is subject for another discussion: The cat and mouse game and legal war involving file sharing and piracy, now finally escalating to solid measures, both technological and legal.
In such scenario, real privacy with solid, bleeding edge cryptography would be desirable, but who's going to make something so effective to block NSA and the likes from watching us? It could be against the "Anti-Terrorism Act" or any other petty dictatorship BS... In the worst case, it could turn us all in Mini-Snowdens.

Its all there in the aforementioned way to encrypt. So someone made it already:
It just needs a (few) server(s), and a board to swap keys - and some pages inserted by rss with magnet links, probably first traditional and then crypto torrents, thats all given too. If you request privacy and strong encryption, see as well the fist sentence: its all there. Why should be a Tor-Browser User be seen as a Mini-Snowden? Encryption is the way to go and crypto-magnets offer not a file, just a tunnel. they leverage torrenting into a new level and age.

It's not fully adopted so there's still work to do, be it on coding, infrastructure, or marketing.
To clarify: Anything that hinders the institutions' efforts to watch and control, is enemy of the state. Thus, anyone under the radar is a national security liability.
It would be insignificant 40 years ago, maybe 20 years ago. But now things are different. Everybody has portable phones and computers capable to do what a mainframe couldn't and, worse, access anything anywhere in seconds.
Those are things people with great power really dislike; and with power comes the means to impose. Sharing music isn't the real problem; the underlying ideas and the expansions are.
