I want to print CD/DVD case covers, but when I ditched Adobe Photoshop and all the other files, I neglected to realise that I don't have a means to make preformed covers that Photoshop easily does with resizing inserted covers with the CD/DVD templates that I made and deleted.
Is there a way to make CD/DVD cover files fit the size of the desired dimensions once printed?

You can use MS-Word or any dual-side printing capable document editor. Just set to half-sheet size page, print two pages per sheet, should do the trick.
But you'll get NO mid-section (the book spine/shoulder)
OR
Set page landscape and margins, create a table with 3 columns & single row on your document, put stuff on those cells: Back, spine, front cover.
Don't need a table to do that but aligning things (images and text titles) is easier.
OR EVEN
Use MS-Paint or any draw app, landscape print, manually set two cover images to stand side-by-side w/ mid section (spine). Eyeball measurements and margins.
It works for folding holliday cards too.

Kunaki is offering such services. Just in case, as an alternative .
Good if you plan to do mass selling/distribution of your CDs/DVDs.

Not sure but with a little tinkering GIMP might work.

Does this help as far as a template that meets size standards?
I would google the specific CD cover, screenshot and paste it , then print from there...I think you can scale the pic to size... If you are creating...YA Photoshop or gimp may work (maybe MS paint)

I'll do some more research and then come back here and ask credible questions.
Right now, it just seems that the only program that can do this is Photoshop.

Sorry if we didn't understand exactly what you want. But so far, all the suggestions given (except maybe the print-to-order service) allow you to do it.
IF you want the level of automation of Photoshop, there're many. From "cheap covers for dummies" level up to "micrometrics-nazis orgy tool".
Basic: Old PrintMaster is the most obvious, and it can do a lot more: Cards, signs, gliders, paper figures, whatever. Kover or Glabel, if you need IX.
Deity: DFWorks automated document processing. 10-color, 120,000 DPI printing at Newsweek speeds.

I want to download cover art from websites for my downloaded games and have them printed out so I can cut and fit them into the CD case.
I'll try the leads you've given me, thank you, and will report back.
