Step 1: download the xp11 customdata native zip
Step 2: create a folder in the Custom Data folder called GNS430
Step 3: open the customdata zip file, copy the navdata folder into the GNS430 folder
It will look like
X-Plane 11\Custom Data\GNS430\navdata

After downloading the installers file, extract the zip with xplane 11 data installer contains almost navdata
