I need help with moving files on Windows 10

I was trying to move around some music files on my Windows 10 Laptop and I kept getting this message:
Folder in use: the action can’t be completed because the folder or file in it is open in another program.
First of all I wasn’t using my music program Winamp at the time or anything else that would play music.
Second I went to this website: https://blog.pcrisk.com and I followed everything it told me to do and then it started not showing that message and then all of a sudden it started it again.
Third I posted on a Windows forum and they did no help at all and pretty much said they where rerouted my case for further assistance and I have yet to hear anything back from them

Try using a program called Unlocker...

restarting explorer.exe using task manager. usually it can also help.

Hit keyboard keys: Ctrl + Shift + Esc

Scroll down and find "Windows Explorer", right click then choose/click "Restart"

I just did that and it still will not let me move the files I am trying to move

Assuming you have a single c: drive:
chkdsk c: /f
Reboot, and it should start a disk check and repair.

Typically if a file is damaged it becomes 'locked'. Solution is to fix it.

Also: if the file is a booger it will be locked, and a file unlocker *might* help. If not boot to Linux with a 'Live' flash drive install, and remove from there.
In my experience unlockers only work about half the time.

Or else: Boot as Admin, disable UAC and run a real file manager such as Total Commander, or Far. Sometimes it is a permissions problem, and those can be changed in a good file manager.

If the video file has a .lnk extension it is most definitely a booger.

I've used Unlocker many times.  I have found that using this program clears up the problem.  Never once have I ever encountered a problem trying to move or delete a file that was locked in Windows.  Unlocker is the tool you need and it will most certainly solve this problem.  If you can't solve it then you're not doing it right.  Unlocker is easy just open it and select the file and then select to kill the process.  Then after that you will be able to move your file around again.  Even in the worst situations this will still definitely work...

Hmmm...
There are a few 'unlockers' out there. I'm thinking of Iobit, since it works with context menu. Is there a *better* one?
