Im fairly noob when it comes to this stuff so i need some answers ( please )

Some huge 4K/UHD files which have high video bitrate, seem to be less quality than 1080p Blu-Ray with less bitrate.

And say, one torrent of a certain film may be 7GB, and the other ( same film, different torrent ) with higher bitrate is about 15GB

So my question is, does high bitrate always mean higher picture quality ?

There is no single variable that always means high quality.

There is not even any specific combination of variables that guarantee high quality.

The nature of the content (a courtroom drama, an action film, an animated movie etc.), the source (cam or blu ray etc.), the resolution, the bitrate, the codec, the skill of the encoder and the care they have put into the end product are all factors that each have a major influence individually on the end result.
