Torrent sites aren't doing anything wrong. Torrent sites work a lot like Google, Yahoo, and/or AOL. Going after a torrent site is like going after a search engine. Torrent sites also don't tell users which content should be uploaded. A lot of artists actually promote their content on torrent sites. By blocking the site you're preventing artists from promoting their content. Some torrent sites even allow copyright content to be removed. ISPs seem to take no action whatsoever to defend torrent sites
It's called 'The PIRATE Bay' for a reason. Not 'The THIS IS TOTALLY LEGAL Bay'.

I'm not saying all the content should be legal. I'm just saying that it seems stupid to go after torrent sites. It's a lot like going after Google because of a search result.

And because it makes sense, no one has ever gone after Google.
Google has and will continue to get sued all the time for content they display.
