My brother lives in Germany and he has heard that Germany has restricted law about Piracy and Torrenting. he want to Download from Torrent ,but he is too scared is there any full safe way to download torrent there like VPNs or something ?
is there any guide to download torrent completely annoymous and safe ?
please help me and thank you so much.

Germany is very strict on interpreting that law so copyright trolls are everywhere, be careful because they are based on the same pools I believe that you would download from. I would suggest to him to him strongly that he gets a VPN, like PIA

Your brother absolutely needs to get a VPN which is not very expensive.
I use Private Internet Access and have been happy with them.
