Are signatures not enabled? Or am I just not able to see or find the option in User CP? I ask because there's a radio button in the thread/comment form for including my signature, but I can't find any way to set a signature in the first place.

No, never. They're annoying as hell and it's difficult to concentrate on reading the content of a post when there is a flashing, dancing bear (or whatever) moonwalking across the screen.
