How to cache torrent using magnet url on my website and download it
i want to make a website like this because my college is blocking p2p connections
You mean to download torrents without a bittorrent client?
That's not possible. Unless you will create a pure PHP client to operate somewhere in cloud...

There are other alternatives:
1. A "torrent to direct link" website: http://www.direct-torrents.com
2. There are plenty of groups on facebook where you can simply post the magnet link and in ~30mins some guys will post you the link.

You can simply put this on a webhost somewhere: Messy Code's Torrent 2 Magnet.

However, if you're college is blocking p2p connections a magnet url will not change anything.

Since college internet is spotty at best for students I would recommend a download manger like Flash Get.

It is absurd and almost useless to create a PHP bittorrent client.
Beside that, you need to set up your own server for that because cloud servicies are not configured suitable.
It's easy enough to buy a seed box to download and seed the torrents and then download the files directly through a download manager. That way it will circumvent needing torrent protocols and will still contribute bandwidth to the community. However, seedboxes are usually not free.
Don't torrent on your college network.

I've heard tons of stories of students getting expelled for that shit.

It's not worth the risk ~ trust me.

If you're going to torrent, do it on your own internet.
