just FYI. south east US. .org and onion wont load on browser .org/ 522 onion/ time out... TOR .org and onion load fine but try to up and .org/ wrong code onion/ file empty all at the same time.
That also applies to West Coast of US. No shares from Cali for you

I was able to use ProxySite.com U.S. servers between # 5 and 11 to get around this for several days and even on Sunday evening.  
Now even their European servers are getting the 522 time-out error on the TPB site....at least on the 2 or 3 I tried.   
What are the locations of the people still uploading ??

ProxySite came through again!  This time I used Europe server # 6. 

they are being quiet so they can keep sharing

My VPN goes thru The Netherlands and I've had no problem accessing or uploading.

Seems like every NordVPN IP address is banned. When uploading all wrong codes.

use hoxx vpn and chose canada location

At certain times ( weekends in particular ) it's more frustrating than others to get a file to upload. I'm still going the proxy website route, and with that one when the European servers don't work I'll try their default U.S. servers. So for example if us3, us9, us11, etc. don't work when it randomly takes me to us5 and that does then it's all good..... But it varies every time, as some servers will have a heavier traffic load than others.
