i have been experiencing problems while loading piratebay. i tried from my laptop- used all 3 browsers- chrome, firefox and IE.
all of them displayed couldnt load, server not found etc
i use the URL - thepiratebay.se
want to download some tv shows

https://thepiratebay.se/ are you getting any sort of notice from your ISP to indicate it's censoring the site? Or any message at all?

nope, none.

Firefox can't find the server at thepiratebay.se.
Check the address for typing errors such as ww.example.com instead of
www.example.com
If you are unable to load any pages, check your computer's network connection.
If your computer or network is protected by a firewall or proxy, make sure that Firefox is permitted to access the Web.

i am able to load it just fine. dont know why. never experienced problems like this before.
Install Pirate Browser can solve your problem. I was facing too. I tried pirate browser with no problem.
