Well I don't know how to do these things:
I don't know how to ping the site
I don't know how to clear browser cache / cookies in Microsoft Edge
I don't know how to change DNS
I have tried 3 different web browsers and I keep getting the same error message

To ping, drop into command prompt and type "ping www.libgen.is"
To clear browser cache, see here: https://www.microsoft.com/en-us/edge/lea...nd-cookies
To change DNS, go to go to the section where they have the settings to change the DNS settings, like somewhere in Network in Internet, Ethernet/Wireless. There you can set the DNS, but I don't think that's needed. But for reference sake, you can use either of the following combos.
Primary DNS: 8.8.8.8.
Secondary DNS: 8.8.4.4.
Primary DNS: 1.1.1.1.
Secondary DNS: 1.0.0.1.
The former is from Google, the latter is Cloudfare. Pick your poison.
EDIT: Looks like that the web site is blocked off by your ISP, but that's just a little conjecture.
Read this: https://librarygenesis.net/
If the shit hits the fan, do a search on the forum and open a request. I trust that you know where to post.

Did you try your smartphone - assuming it is connected to WiFi and not in Data Mode (3G/4G/5G off) ?
Your router may need a cache clearing or even a reset, but DONT TRY IT without knowing how to do it; you need to copy (on paper) all relevant information, check your ISP parameters, account, password, etc. have your 5G phone and the tech support line at hand, too. Resetting the router erases your connection information so you'll be stuck!
