I'm sorry but that's all I can find, I'm not sure if it's any good because the torrent is from 2014 so it's quite old and might not be seeded plus I don't even think it's in English it seems to be in Russian only...

I wonder why this movie is so rare. 

I mean I think it's about giving people a window into why people kill themselves.

Yeah, I've never seen this film so I don't know it. There was a guy on here a few years ago on SuprBay and he killed himself. He caused a bit of a stir about it all and he managed to get people involved with what was going on even myself included. I didn't even have any idea who the guy was but he certainly had a lot of issues going on. I guess people do it for whole range or reasons like especially losing money and ending up broke from all kind of problems especially gambling and also being ill and having mental breakdowns and all kinds of things, also people dying and they find it hard to accept. The list just goes on and on. Sorry it wasn't English though, does it have any English subs included?

I too searched for Off the Map from 2003, and there are no submissions for 1080P videos.

Sometimes you have to be lucky.

EDIT: Have you seen the movie or are you just looking for the quality?

I'm open to other versions. You find a 720p version? I have never seen it but I think I wouldn't mind giving it a try.
