Most important knowledge is a corporate secret or obscure. Our current world's success relies on CPUs, without the tech, many wonders—we are so used to—are not possible. The amount of time put into the development of hardware and software components, the highly skilled professionals, this is not re-doable by Wikipedia. Not to mention other tech or skills our world relies on. Do you want real priorities, not a dream? Wikipedia is not one, it'll not help in a hypothetical situation even if Wikipedia was a great source in the 1st place.
Moreover, your proposal ignores like 85% of humanity that doesn't know English.

How will it help exactly? Restrictive countries nuke the entire P2P protocol or have no Internet access. My perception doesn't see it as helpful, especially since it's EN only. And I remind you, I live in a truly bad country that is a pure destruction nightmare and I saw no peace in my life. Do you have that experience, do you? Please put the attention into surviving experience, then look up what Wikipedia is internally and on its flaws, then look around and think of what you preferred to ignore because it's so "flown in" and you use it everyday, and only then evaluate "Is Wikipedia needed?" The evaluation will say "no:" Wikipedia is not the holy grail of rebirth. I am pretty sure you will shrug on yourself in the future.
My personal impression is you want to do something "important," "push" something "helpful," because that will make feel better, not useless, feel a hero. Wouldn't it be nicer to actually do something helpful instead, eh? Maybe look up popular open source projects, or look into the Linux kernel, we never have enough knowledgeable folks, or become a volunteer to help the Ukrainian people. Any other way will really help everyone to live better, unlike the current.
