I'm seeding a torrent but my upload speed is sitting around 1k.

I've got unlimited upload bandwidth checked and unlimited peers but I can't get it to go any faster?
Check your Internet plan.

Is your upload speed always that shitty?

Only when I'm torrenting and then it's not all the time
It sounds like you're being traffic shaped...

It's when your internet provider detects that you're using peer 2 peer file sharing and they slow down your connection on purpose especially at peak times when people are all using the internet at the same time locally.

It's okay, you don't have to worry about that torrent as it was a very slow seed that affected everybody who was in the swarm.  It seems that after nearly 10 years of publishing the torrent you mentioned it was still alive but only just and the person who had the entire copy was seeding it at such a small snail speed it was literally taking all that time to fetch down from the seeding machine.  I don't think traffic shaping helps much on any connection but if using a VPN at least you can confuse the ISP about what you're doing with your connection, they can see traffic there but it doesn't show up which type i.e. peer 2 peer file swap etc..
